What to do about rude neighbors? Advice please?

First let them know that you are waiting for the pay they still owe from the last time you took care of their children. Then politely inform them of your rate per hour per child and the price per each additional child. As for the house let it go unless they want to pay you for cleaning as well. If this causes a problem it's theirs not yours and consider yourself well rid of cheapskates.
