I need to obtain a military driver's license. How? What are MACOM requirements in SWA (Kuwait)?

I was unable to obtain a civilian license and know that I may recieve one with a waiver and proper training, but I need to know MACOM regulations for SWA or Kuwait. I had recieved my learner's permit and I went to Basic 2 weeks later. I came back in November. Then, well, I deployed here so no real time to get my civilian license. Please help.
