How come the Democrats think that Obama can use the 14th Amendment to raise the debt?

I agree with Bob G.I think the reason Obama is laying low and telling Prince Reid to trash any ped debt bill from the house is, he is working on a plan to revoke the 14th by declaring a National Emergency and raise the debt ceiling and taxes. This way he gets around the Constitution and Congress and he will have his way.The way of a true dictatorship.This method was used by FDR many times.
